Short-term M&E consultant

The Asian Forum of Parliamentarians on Population and Development (AFPPD) is looking for a short-term M&E consultant for December 2022 - December 2023.

M&E Consultant to review activities and make recommendations

Background

AFPPD has actively been working with parliamentarians and national committees on population and development (NCs) to strengthen political commitments and actions for the achieving 2030 Agenda and advancement of the ICPD25 commitments, including Forum's three pillars - ageing, youth and gender equality.
In order to identify and build on strengths and overcome difficulties, AFPPD will undertake an external review of activities. The review activity is expected to set out key recommendations to enhance AFPPD’s M&E routine monitoring, improve targets/indicators, assure the quality of evidence, identify opportunities going forward.

Main Tasks & Responsibilities

  1. Conduct progress review of AFPPD’s 2022-23 parliamentarians’ project, compiling relevant data and findings.
  2. Do a desk review and make recommendations on how to improve targets/indicators and how to assure the quality of evidence.

Main deliverables

The Consultant will be responsible for preparing and submitting the following main deliverables by December 2023.
  1. Guidelines/Recommendations for documentation of good practices and improving targets/indicators
  2. Annual M&E 2022-23 project reports that meets the reporting requirement of UNFPA APRO

Period of Consultancy

  • • The contract period starts from December 2022 to December 2023 (limited number of days)

Place of work

  • • The consultant will work from his/her premises.

Languages

  • • Excellent command in written and spoken English is required.
  • • Working experiences in M&E is required

Qualifications
Education:

  • • Advanced University degree in Demography, Public Health, Law, Social Sciences, Sociology, Development Studies, Economics, Medical Sciences or other related fields.

Knowledge and Experience Required:

  • • A minimum of 5 years’ experience in design, management and evaluation of project development, designing evaluation tools, conducting desk reviews and evaluation missions, drafting of evaluation reports.
  • • Experience working with government institutions and donor organizations.
  • • Strong analytical skills.
  • • Familiarity with issues on population, reproductive health, gender and youth.
  • • Excellent communication skills.
  • • Experience in mentorship, coaching and training is strongly preferred.
